Fragmentation in the BLUE MED Area
The main conclusion of the analysis on fragmentation is that its impact in the BLUE MED area is currently inferior to the average of the ECAC area, mostly due to the geographical characteristics and extent of the area..
As expressed in Table 1 ,comparison11 of the key metrics of BLUE MED (Egypt and Tunisia excluded) with the European equivalents, shows that BLUE MED accounts for about 12-14 % of the European air navigation en-route services and related costs.
It should be considered that the current costs of fragmentation in the BLUE MED area are possibly less than could be suggested by the above percentages. Indeed, the impact of fragmentation in the BLUE MED area is probably less than the average of the ECAC area. Nonetheless, there is scope for improvement for the BLUE MED FAB, as transition and investment costs should be contained and the BLUE MED FAB could prevent future increase of fragmentation while attracting non EU Mediterranean countries to integrate their airspace with SES. De-fragmentation issues will be further pursued in the project Phase 2.
BLUE MED CIVIL AVIATION AUTHORITIES JOINT DECLARATION
4th July 2008 Athens (Greece)
On the invitation of the Governor of the Hellenic Civil Aviation Authority, the Directors General of Civil Aviation of the BLUE MED Project signed an initial joint Declaration of Intent on the BLUE MED Functional Airspace Block to acknowledge the results of the Feasibility Study and launch the following Definition Phase of the Project.
The Declaration marks an additional step towards the establishment of the Single European Sky over the South-East Mediterranean Area.
The Single European Sky Regulation is promoting the definition of Functional Airspace Blocks over the airspace of EU Member States. FABs are expected to provide a better management of the airspace and relevant tangible benefits for the users, improving cost-effectiveness of the system and facilitating the overall integration of Air Traffic Service provision. The BLUE MED Project has proved the feasibility of a South-East Mediterranean FAB and has paved the way to the following project phase (Definition Phase) where the specific FAB arrangements will be defined.
With the Declaration signed in Athens, the Feasibility Phase of the BLUE MED FAB Project is formally completed.
The following project tranche - the Definition Phase - will be formally launched on the occasion of a Ministerial Conference attended by the Transport Ministers of the BLUE MED area.
